Vice-Dean Prof Victor Shim: NUS does not condone Sun Xu’s behavior

NUS’s Professor Victor Shim has replied to an email complaint by an angry NUS graduate student, saying that NUS does not condone his behavior.
Professor Victor Shim is the Vice-Dean (External Relations) at the Faculty of Engineering, National University of Singapore.
A final year student in Mechanical Engineering at the National University of Singapore, Sun sparked a massive outcry among Singaporeans with his offensive remarks on there “being more dogs than humans in Singapore.” on his microblog ‘Weibo’ last Saturday.
In the same thread, Sun used the term “瘪三” to describe Singapore uncles, which is a derogatory word typically used in Shanghai to describe the underclass bums in the society. It means a person who is a tramp, bum, beggar, drifter, loafer, outcast, vagrant, destitute and worthless person.
When told by a fellow netizen not to be too fussy, he replied:
“Bunch of 挫逼. My temper these days is already a lot better.”
“挫逼” is a derogatory word commonly used in mainland China for cursing people, an equivalent of the Hokkien phrase ‘CCB’ used as a vulgarity in Singapore.
Sun Xu is also currently under police investigation for ‘intentional harassment’ after a Singaporean lodged a police report against him.
The NUS graduate student had earlier urged NUS to withdraw Sun’s scholarship:
“I know that a Board of Discipline will be convened to investigate this case. I strongly urge NUS to withdraw his scholarship and make him pay back whatever amount he had been given. Those are our local tax-payers money and it could have been put to better use to assist our local talents.”
In a short reply, Professor Victor Shim acknowledged that Sun Xu “acted in a manner that is detrimental to the reputation, dignity, interest, and welfare of the University”, adding that NUS does not condone such behavior.

Thank you for your email to the NUS Dean of Engineering, and we have noted your comments.
The student concerned has breached the NUS Code of Student Conduct, which reflects the University’s expectations regarding standards of responsible behaviour in our students’ academic and non-academic areas of university life. He also acted in a manner that is detrimental to the reputation, dignity, interest, and welfare of the University. NUS does not condone such behaviour.
Please be assured that a Board of Discipline inquiry is being convened to look into the matter, and the University will come to a decision on the disciplinary action to be taken.
