A Sri Lankan ‘FT’ doctor from Changi General Hospital (CGH) was charged in court on Monday with molesting a PRC nurse at an operating theatre on three occasions. The PRC nurse was reported to be ‘sweet-looking’.

Senaka Liyanage, 36, was accusing of touching the buttocks of the 26-year-old inside the operating theatre at Changi General Hospital at Simei Street 3 between 11am and noon on April 5.

He is accused of touching her on a second occasion, and a third time at about 2pm.

Dr Senaka is currently out on bail and his passport has been impounded.

This is not the first time that a CGH ‘FT’ doctor got into the trouble with the law over sex-related offences. Two months ago, a CGH doctor from Malaysia Ivan Ngeow Ko-Yen was charged for outrage of modesty by exposing his genitals to a female NUS student cross-dressed in the female uniform of Victoria Junior College.

Last year, Indian national Thiyagarajan Mathimaran, 33, a doctor at CGH’s urology department at that time, was charged with molesting a 42-year-old woman in the hospital’s toilet. He was later cleared of the charge after he paid $5,000 to the woman he allegedly molested.

Both Dr Ivan Ngeow and Dr Thiyagarajan are still working at CGH.

Updated in 2013:

Dr Senaka was acquitted of all charges of molest.

District Judge Toh Yung Cheong found inconsistencies between the woman’s testimony in court, her police statements and a memo she had submitted to the hospital of the incident that occurred on April 5 last year.

He said her evidence, which had to be “unusually convincing” for the court to convict Dr Senaka Liyanage, 37, “was not sufficient to prove the prosecution’s case beyond a reasonable doubt”.

Dr Senaka has since left Singapore and is working as a Consultant Anesthesiologist in an Australian Hospital.

Netizens outraged by CGH’s shocking support for ‘pervert’ doc Ivan Ngeow Ko Yen

Posted by temasektimes on March 30, 2012

Netizens are outraged, disgusted and shocked at Changi General Hospital’s ‘unwavering’ support for its ‘pervert’ doctor Ivan Ngeow Ko Yen, who pleaded guilty on Wednesday for outrage of modesty of a NUS student when he exposed his genitals to her in Clementi.

Dr Ivan Ngeow was dressed in the female uniform of Victoria Junior College at that time. Besides the NUS student, he also exposed himself to another young girl who agreed to settle the matter out of court in return for a compensation of $5,000.

Despite the gravity of his offence and the fact he is currently seeing a psychiatrist, CGH still allow him to work in the hospital, stressing that Dr Ivan Ngeow remains ‘very much part of its team.’

Though Dr Ivan Ngeow is a Senior Resident Physician in Geriatric Medicine, he will need to interact with young female nurses and medical students in the course of his work as well.

Many netizens felt Dr Ivan Ngeow is not fit to continue working as a medical doctor at least in the near future and accused CGH of being ‘irresponsible’ and neglecting the interests of patients in its eagerness to retain him.

Susan Yap posted on Facebook she will not take the risk and allow her kids to be examined by Dr Ivan Ngeow:

“I don’t think he is fit to be dr at these moment. He should seek mental help. Put yourself in a mother position, do u feel secure to let him exam your girl or niece?? I will not take these risk as it is parents duty to protect their kids. CGH of continue letting him practice medical is a big risk to CGH staff & patients. It is a very irresponsible act.”

Lawrence Tay concurred:

” speaking from a fathers point of view…I would not want my daughter to be near him. If he has a mental illness…then get it attended to….and till it is overcome…he should take a leave of absence. The people supporting him are now culpable and negligent in their duties…gives us the impression that they are like minded…or lacking in morals…to brush off his behaviour as acceptable.”

Richard Ng wants CGH to sack Dr Ivan Ngeow immediately:

“Changi General Hospital is very irresponsible to continue employing this Sicko. Terminate him with immediate effect!”

Danny Tan put it succinctly:

“I though doctor must maintain some minimal form of ethnic , professional conduct above the normal people ? Just like pilot , they are train to handle more stress than us, The ethic committee of changi hospital condone his action ? If dont call pervert , how do you call a person who cross dress and expose himself?”

In a statement released to the media today, a CGH spokesperson said efforts to help Dr Ivan Ngeow ‘get back to his feet’ have led to him being allowed to see patients again and “he remained under the close supervision of his head of department”, Asst Professor Chuo Mee Leh Adeline:

EXPOSED: CGH ‘pervert’ doc Ivan Ngeow Ko Yen is only a resident physician, NOT a specialist

Posted by temasektimes on March 30, 2012

Contrary to earlier media reports that Dr Ivan Ngeow Ko Yen is a ‘specialist’ in Geriatric Medicine at Changi General Hospital, he is only a resident physician, albeit a ‘senior’ one.

Dr Ivan Ngeow Ko Yen pleaded guilty two days ago for outrage of modest of a NUS student by exposing his genitals to her while dressed in the female uniform of Victoria Junior College in broad daylight in 2010.

He reportedly also exposed himself to another girl who agreed to compound the offence in return for a compensation of $5,000.

The case shocked many Singaporeans who asked if Dr Ivan Ngeow, a Malaysian who obtained his medical degree from the University of Melbourne in Australia, is still fit to practice as a doctor in Singapore.

Despite the negative publicity surrounding Dr Ivan Ngeow, CGH continues to stand by him whom it described as a ‘key member of the team’, leading some to speculate that he might be a senior consultant whose services are in demand and it will be a great loss if the hospital were to sack him.

However, a check on the website of CGH revealed that Dr Ivan Ngeow has only a basic M.B.B.S degree and not post-graduate degrees like MRCP in order to qualify and work as a geriatrics specialist:

As such, he does not have the expertise or experience to manage geriatric patients on his own and he has to follow the written orders of qualified specialists.

Since Dr Ivan Ngeow is only a resident physician and is easily replaceable by any doctor with a basic medical degree, it is strange that CGH has gone to such extreme lengths to retain his services even as he is being treated by a psychiatrist for his unusual sexual fetish.

In contrast, Singaporean doctors who committed minor crimes and infringements in the past were asked to leave immediately by their employers without given a chance to explain themselves like the registrar and medical officer who were sacked by NUH after a patient died from pneumonia following a heart valve replacement operation even before an internal audit is completed.

CGH stands by PERVERT doc Ivan Ngeow Ko Yen: We want to have him here

Posted by temasektimes on March 29, 2012

Despite the recent negative publicity on one of its doctors being charged in court for outrage of modesty of a young female student from NUS, Changi General Hospital (CGH) continues to stand by the side of Malaysian doctor Ivan Ngeow Ko Yen. (pic right)

The 37 year old medical doctor was loitering at a lift lobby in Clementi while donning a school uniform of Victoria Junior College, comprising a top and a skirt. When he caught the attention of the girl, he lifted his skirt in her direction and expose his genitals as the lift doors were closing. A police report was made and Dr Ngeow was arrested the following month.

The NUS student refused to compound the matter and settle it out of court with Dr Ngeow which led to him being charged in court. Besides her, Dr Ngeow also exposed his PRIVATE PARTS to another young female student who settled the matter with him in private with a ‘compensation’ of $5,000.

Dr Ngeow reportedly has been cross-dressing since he was nine years old and is currently seeing a psychiatrist for his condition. However, it is not revealed if he has a history of exposing himself as well.

In a statement released to the media, a CGH spokesperson praised Dr Ngeow for being an ‘excellent’ doctor loved by his colleagues and patients alike and he remained very much ‘part of the team’.

Dr Ngeow is currently working as a Consultant in Geriatric Medicine at CGH and he will need to teach young female medical students on attachment in CGH as required of his position.

Dr Ngeow should consider himself fortunate to be born in Malaysia and not in Singapore. Last year, two Singaporean doctors were SACKED immediately from NUH after a patient died from pneumonia following a heart-valve replacement operation even before an internal audit was convened.

Cross-dressed foreign doc from CGH Ivan Ngeow Ko Yen EXPOSED his genitals to NUS student

Posted by temasektimes on March 28, 2012

A doctor from the Department of Geriatric Medicine at Changi General Hospital, Ivan Ngeow Ko Yen pleaded guilty on Tuesday to cross-dressing as a junior college schoolgirl and exposing himself to a NUS undergraduate.

The court learnt that the 37 year old medical doctor was loitering at a lift lobby in Clementi while donning a school uniform of Victoria Junior College, comprising a top and a skirt.

When he caught the attention of the girl, he lifted his skirt in her direction and expose his genitals as the lift doors were closing. A police report was made and Dr Ngeow was arrested the following month.

Dr Ngeow is currently out on $10,000 bail and the next hearing has been fixed on 24 April. For the offence, he could be jailed up to one year and fined. A pre-sentence report has been ordered to assess his suitability for probation. His defence lawyer claimed he has been secretly ‘cross-dressing’ since he was nine years old.

Dr Ngeow was born in Malaysia and studied at Raffles Institution and Victoria Junior College. He obtained his medical degree from Australia’s University of Melborune.

It is not known if Dr Ngeow is still practicing in Singapore as his name was not found on the register of doctors maintained by the Singapore Medical Council.
